Wyre and Fylde Rural Extended Network (WREN) – Primary Care Network (PCN) Business Manager Job Description Title: PCN Business Manager Responsible to: Primary Care Network Clinical Director Lead Employer: Garstang Medical Practice Hours per week: 30 hours Salary: £38 - £44k pro rata (based on 37hr week) Holiday Entitlement 25 days per year pro rata Key Contacts include: Practice Managers within Network GPs within Network Fylde and Wyre CCG Provider organisations Voluntary sector Job Purpose The PCN Manager role exists to support the delivery of the Primary Care Network (PCN) agenda and play a pivotal role in the delivery of high-quality primary health care within the Wyre and Fylde Rural Extended Network (WREN). The PCN Manager will form an integral part of the PCN leadership team working alongside the Clinical Director, the PCN member practice representatives and practice managers. Coordinating the successful achievement of all governance requirements, the PCN Manager will work with the PCN to translate national and local policy into meaningful changes and will support practices to achieve improved outcomes for the local population. Travel between Network Practices and to other venues for meetings etc, will be required from time to time. This job description is an outline of the tasks, responsibilities and outcomes required of the role. The job holder will carry out any other duties as may reasonably be required by the PCN Clinical Director. The following areas of responsibility are an indication of the role but could be subject to change as the impact of primary care network model evolves locally and nationally. Primary Duties and Areas of Responsibility Organisational: 

• Support the PCN Director to ensure the smooth running of the Network • Co-ordinate the delivery of enhanced services and other service submissions on behalf of the Network • Document and manage PCN workflow processes as they develop • To be involved in the management and development of the Network • Ensure the PCN has a Business Continuity policy that is updated and in which everyone is kept fully aware • Work with the PCN Clinical Director for strategic and operational planning processes to support the PCNs objectives • Support the PCN Clinical Director with the writing of business and development plans as required Finance and Administration: • To be responsible for the Network’s financial systems/payments to all the practices within the Network. • To work alongside Practice Managers within the Network ensure efficient working of the financial systems within the PCN. • To monitor and check the accuracy of any submissions for Enhanced Services, Contractual requirements on behalf of the Network and ensure that all claims are submitted on a monthly and quarterly basis as appropriate. • Manage contractual requirements on behalf of the Network • Ensure that the PCNs physical and financial resources are managed and maintained for maximum effectiveness through: o Ensuring financial risks are recognised and appropriate action taken o Monitoring expenditure and identifying significant deviations from plan o Planning and monitoring income and cash flow to ensure that income is maximised and that funds are available as required o Ensuring all claims are submitted in good time and payment made and received o Ensuring the practices’ allocation of resources if fair and equitable o Present financial plans, monitoring information and reports to the PCN as required Quality and Governance: • Ensure the PCN’s compliance with the GDPR and FOI along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance • To be responsible for the production of performance and quality reports within the Network. • Alert PCN members to issues of quality and risk, managing risk register. • Organise PCN Board Meetings and any other PCN meetings as required. This includes booking rooms, agreeing agenda, circulating minutes. Information Management & Technology • Ensure the PCN’s compliance with the GDPR and FOI along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance • To oversee the administration of information management and technology of the PCN Welfare: • Organise relevant PCN events e.g. Protected Learning Time/Educational Events • Co-ordinate training and development of clinical/administrative staff where related to PCN activities • Co-ordinate training and development of peer support network in terms of practice based ARRS roles. Working Relationships: • To work as a flexible member of the PCN providing support to other team members when necessary • To take an active role in the development and embedding of the PCNs culture, values and reputation as providers of high quality services • Encourage supporting staff to collaborate through sharing information and intelligence across different activities • Build good relationships with all stakeholders involved in the PCN Equality and Diversity: The post-holder will support the equality, diversity and rights of patients, carers and colleagues, to include: • Acting in a way that recognises the importance of people’s rights, interpreting them in a way that is consistent with Practice procedures and policies, and current legislation • Respecting the privacy, dignity, needs and beliefs of patients, carers and colleagues • Behaving in a manner which is welcoming to and of the individual, is non-judgmental and respects their circumstances, feeling priorities and rights. Communication: • First point of contact for Practice Managers with regard to delivery of Network projects/schemes • Promote effective communication within the Network • Build and maintain good relations and communication links with internal and external contacts as required for the effective operation of the PCN. Including but not limited to local CCG and other Network Leads. Personal/Professional Development • Assess own performance and take accountability for own actions, either directly or under supervision. • Effectively manage own time, workload and resources • Participate in any training/development implemented by the PCN as part of this employment, including: - Participation in an annual individual performance review, including taking responsibility for taking responsibility for own development, learning and performance and demonstrating skill and activities to others who are undertaking similar work - Maintaining a record of own personal and/or professional development (training may need to be undertaken outside of normal practice hours, and off site). This job description will be reviewed regularly and amended in agreement with the post-holder and the Primary Care Network Clinical Director as the work of the WREN Primary Care Network develops
